Senior Associate

Stephen Hyndman is a registered professional planner and municipal administrator (retired) employed in senior roles with municipalities over the span of his 35-year career. During this time, he served in increasingly responsible positions, culminating as Chief Administrative Officer (CAO) for the City of Belleville. He is known for his success in economic development and strategic planning and is widely viewed as a strong facilitator and communicator.

In 2000, Stephen wrote the City of Belleville’s new Official Plan which has resulted in the economic growth of the city over the past 16 years. As a former municipal CAO, Stephen has a unique insight into the mechanics of municipal operations, and the nature of how Official Plan policies can impact municipal operations. One of Steve’s favourite past-times is to spend time skiing with his grandchildren. When he has time, he collaborates with RFA on special projects and assignments that benefit from his sage advice.

Land Use Planning and Related Services

  • Prepared new Official Plan Estate Residential Policies for the City of Kingston including special policies for principal waterfront areas within the municipality
  • Developed a comprehensive subdivision planning and development manual (procedures, standards, requirements)
  • Assisting private developer in preparing, submitting and obtaining approval for the development of a vacant land condominium plan in association with a golf course
  • Assisting private developer in the assessment of a large tract of waterfront lands with respect to environmental contamination and Ministry of the Environment orders
  • Preparation of comprehensive Official Plans for the City of Owen Sound in 1983/1984 and for the City of Belleville in 2000/2001
  • Preparation of a comprehensive Zoning By-law for the City of Owen Sound in 1984/1985

  • Assumed the role of Interim Director of Community Services for the Township of Scugog during reorganization – September 2010 to February 2011
  • Oversight of the preparation and review of proposed operating and capital budgets for City of Belleville
  • Facilitation and preparation of a strategic plan for the City of Belleville
  • Development of a Corporate Business Plan for the City of Belleville including annual reviews and updating, and long range financial forecasting and planning
  • Provision of guidance with respect to the development and implementation of operating and management objectives for City departments
  • Head of the management team charged with negotiating contracts with various bargaining units of the City of Belleville
